Mayor Javier Lopez Travels to Washington, D.C. to Advocate for Ceres Priorities CERES, CA
Mayor Javier Lopez recently traveled to Washington, D.C., where he met with federal officials and agencies to advocate for the City of Ceres and highlight the needs of rural communities in California’s Central Valley. Before the trip, Mayor Lopez made it clear that the visit was not funded by the City of Ceres. “No taxpayer dollars were used for this trip,” Lopez said. “I personally covered the cost of my flight, hotel, and travel expenses because I believe it’s important for our city to have a voice in Washington when decisions about funding and national priorities are being made.”
The trip began Tuesday with travel across the country, followed by two full days of meetings on Wednesday and Thursday with federal officials and congressional offices. While in Washington, Lopez walked between meetings through the nation’s capital, including areas near the White House, where heightened security and the presence of the National Guard reflected the busy atmosphere in the city. “It was a very active week in Washington,” Lopez said. “

Cities, counties, and organizations from across the country were there advocating for their communities.” Federal Meetings Focused on Ceres Needs During the visit, Mayor Lopez met with several federal offices and agencies to discuss challenges and opportunities facing the City of Ceres. Meetings included the White House Office of Intergovernmental Affairs; the offices of U.S. Senator Alex Padilla and U.S. Senator Adam Schiff; the office of Congressman Adam Gray; the U.S. Department of Transportation Office of Intergovernmental Affairs; the U.S. Department of Justice Office of Community Oriented Policing Services; staff from the Senate Appropriations Subcommittee on Transportation, Housing and Urban Development; and staff from the House Transportation & Infrastructure Committee’s Subcommittee on Water Resources and Environment.
The meetings provided an opportunity to highlight the needs of rural communities like Ceres, which often face many of the same challenges as larger cities but with fewer resources and limited access to federal funding. Priorities Highlighted in Washington During discussions with federal officials, Mayor Lopez focused on several priorities for the City of Ceres, including strengthening public safety resources, investing in infrastructure improvements that support housing and economic growth, expanding water and wastewater infrastructure needed for future development, improving transportation mobility and safety, and supporting projects that strengthen community resilience.

As part of the advocacy visit, the City of Ceres submitted a federal project request to renovate the American Legion / VFW Hall into a Resiliency and Veteran Community Center. The project would restore the facility as a gathering place for local veterans while also serving as a cooling center during extreme heat events that frequently impact the Central Valley. Building Relationships for Future Opportunities Mayor Lopez said the trip was not only about specific projects but also about building relationships with federal officials and agencies that oversee programs supporting cities across the country. “For cities like Ceres, success often starts with showing up and making sure our community is part of the conversation,” Lopez said. “Our goal is to make sure the voice of our rural community is heard and that we are positioned to compete for opportunities that can benefit our residents.” Lopez added that advocating for the city sometimes means stepping outside of City Hall. “Representing Ceres doesn’t always happen locally,” Lopez said. “Sometimes it means traveling across the country and making sure the needs of our community are being heard at the national level.
